Confused (and Dazed)

On 29th September 2023 I received e TecK’s Tenant eBits-August/September 2023 in which it was stated:

e TecK’s Phoenix Park Industrial Estate is Opening Soon!

e TecK’s Phoenix Park Industrial Estate is 98% complete and it is anticipated that it will be officially opened in October 2023!

Yet here we are on 11th December 2023 with no further word except a casual conversation with an InvesTT employee who says the park will be ready “first quarter 2024”.

Even stranger is the press release that one of the park’s tenants is shipping its first delivery: Summit (TT) ships first container-load of luggage from PPIE – e TecK

How is that possible when my understanding is that the park is not complete?
